Luhansk region continues to systematically support the Armed Forces of Ukraine and other components of the Defense Forces. Since the beginning of 2026, more than 200 million hryvnias have already been allocated from local budgets for the needs of the military.
On March 16, the Defense Council of the Luhansk region adopted a decision to allocate the next tranche of the subvention in the amount of 70.96 million hryvnias. During the first three months of the year, 13 applications from military units were considered for a total amount of 115 million hryvnias. Of these, nine of the most urgent were supported and received funding. Separately, 1.7 million hryvnias were allocated for additional assistance to war veterans and their family members.
This is not the first decision of the Defense Council in 2026 regarding financing the needs of the front.
Head of the Luhansk Regional Military Administration Oleksiy Kharchenko emphasized during a weekly briefing on March 21: "The Defense Council of the Luhansk Region approved the allocation of UAH 70.96 million to support the Defense Forces of Ukraine. Since the beginning of the year, the Luhansk region has allocated more than UAH 200 million for these needs."
WHAT ARE THE FUNDS MOSTLY GOING TO?
The funds are intended for the purchase of equipment and machinery that directly enhances the capabilities of units in the Luhansk direction. In particular, it is planned to purchase logistics (evacuation) ground robotic complexes "VOLYA-E", multi-channel fast charging units, unmanned ground and aviation complexes, in particular the Heavy Shot UAV, and additional reservation systems.
Vehicles and logistical support will also be purchased for the 428th Separate Battalion, the 53rd, 60th, 14th Mechanized Brigades, the 18th Slavic Brigade, border detachments, and other units.
In modern combat conditions, where drones, robotics, and logistics play a major role, such purchases allow for more efficient evacuation of the wounded, reconnaissance, and increased protection of personnel and equipment. This is targeted support focused on the real needs of the front.
THE ROLE OF COMMUNITIES IN SUPPORTING DEFENDERS
The regional level is complemented by work at the community level. An example is the Rubizhna City Military Administration, where the “Community – for Defenders” Program operates. As of March 24, 110 servicemen and their family members received assistance under this program for a total amount of 2 million 960 thousand hryvnias.
In particular, according to the latest decision of the commission, over 800 thousand hryvnias were allocated to 28 defenders of the Rubizhna community. These are payments to military personnel participating in the defense, persons with disabilities as a result of the war, families of missing persons, prisoners of war, and other categories.
Similar social support programs operate in other communities of the region – Lysychansk, Siverskodonetsk, Hirsk, Starobilsk, etc. Even in conditions of relocation or limited budgets, military administrations of settlements find opportunities for targeted payments, treatment, and rehabilitation.
Thus, a multi-level system is being formed: at the regional level - mainly machinery and equipment, at the community level - direct support for people.
CONTEXT AND FEATURES OF THE APPROACH OF THE LUGHAN REGION
Luhansk Region continues the practice of 2025, when a significant share of local budgets is allocated to defense needs. Decisions are made through the Defense Council based on applications from military units with subsequent control over the targeted use of funds, which enhances the transparency and accountability of this process.
In 2026, when war is becoming increasingly technological, the emphasis on modern technology - robotic complexes, unmanned systems, means of reservation - is a logical and practical step. Such purchases directly affect the preservation of the lives of servicemen and the effectiveness of combat missions.
The Luhansk Regional Military Administration continues to monitor the needs of the Defense Forces and promptly responds to new requests. Thus, even in the conditions of temporary occupation and relocation of institutions, the Luhansk region demonstrates a consistent model of supporting the army, where defense financing is not a one-time decision, but a component of the strategic management logic of the region.
