The Pension Fund of Ukraine has introduced online application submission and updated payment rules for private individuals

Resolution of the Cabinet of Ministers of Ukraine dated March 18, 2026 No. 390 "On Amendments to the Procedure for Providing Housing Assistance to Internally Displaced Persons" provides for both expanding the conditions for receiving assistance and the possibility of submitting an application through the web portal of electronic services of the Pension Fund of Ukraine.

The resolution increased the maximum number of benefit payment periods from four to five six-month periods.

PAYMENTS FOR FAMILIES WITH CHILDREN HAVE BEEN RESTORED

Families with IDP children have been restored to the right to receive assistance. Payments for children are assigned regardless of the parents' income, provided that they meet criteria regarding property status, actual place of residence, and children's education.

If the application is submitted before May 1, 2026, the child benefit will be granted from February 1, 2026. If the application is submitted after this date, it will be granted from the month of submission of the application.

UPDATED CONDITIONS FOR PENSIONERS AND FAMILIES

The rules for granting assistance to pensioners and families that include disabled persons have been updated.

Citizens whose benefits were terminated due to excess income may reapply. The income threshold is defined as four subsistence minimums for persons who have lost their ability to work. As of January 1, 2026, this is UAH 10,380.

If the application is submitted before May 1, 2026, the payment will be assigned from January 1, 2026. After this date, from the month of application.

HOW TO APPLY

To receive assistance, an application is submitted to the territorial body of the Pension Fund of Ukraine or through the electronic services web portal.

The following shall be attached to the application:

– identity document;

– child's birth certificate (if available);

– documents confirming the authority of the representative (if necessary);

– written consent of family members to receive payment by an authorized person;

– other documents that affect the allocation of assistance.

This approach simplifies access to state support and provides more flexible conditions for receiving payments for internally displaced persons.
