Dear residents of Luhansk region!

I sincerely congratulate you on a significant national holiday - Constitution Day of Ukraine!

The Basic Law of our state proclaims a fundamental truth: a person, his life and health, honor and dignity, inviolability and security are the highest social value of the state.

Today, when the enemy is trying to destroy our identity and deny our very right to exist, these constitutional principles have acquired a special, sacred meaning for every Luhansk resident.

Despite difficult trials, temporary occupation of cities and villages, and forced dispersion throughout the country and the world, the people of Luhansk remain a single, indivisible community. That is why we have addressed the leaders of all regions of Ukraine with the Manifesto "Protection, Preservation, and Restoration of Luhansk Region" and called on them to contribute to the preservation of the local identity of our residents.

We know for sure: the constitutional order will definitely be restored on every piece of our native land. The Ukrainian flag will once again fly over Luhansk, Lysychansk and Starobilsk, Svatove and Rubizhne. Law and justice will return, and the rights of every person who suffered from the war will be protected and restored.

Luhansk region will be liberated and restored — not only geographically, but also culturally, historically, and mentally.

Our compatriots are fighting for this on the front lines, working in the rear, volunteering and maintaining order, demonstrating to the whole world that Luhansk Region is Ukraine.

Thank you to each of you for your steadfastness, loyalty to the oath and the Ukrainian people. May the Basic Law be a guide on our path to Victory and returning home.
