Assistance to the military, development of medicine in Luhansk region and summer health campaign - weekly briefing by the head of Luhansk region Oleksiy Kharchenko

An important tool for preserving local identity is the development of mass sports. To this end, the head of the Luhansk region, Oleksiy Kharchenko, joined the discussion of the draft law “On Sports”. The draft law provides for the implementation of a European model of sports, based on the broad involvement of citizens in systematic physical activity from childhood to adulthood, the development of sports communities and club culture, digitalization and updating of the system of training specialists. Oleksiy Kharchenko emphasized that sports clubs are the future, and municipal sports institutions need to be given the opportunity to transform without destroying existing effective institutions.

He gave the example of the Chmyriv community, which implements an effective model of supporting its residents through partnerships with neighboring communities. In particular, the recently established multi-sports club "Sportivna Khvylya" has united 380 children, including IDPs.

Oleksiy Kharchenko emphasized that social support for residents and displaced persons remains systemic.

Social and financial support for military personnel and their families continues. In February, the Starobilsk community paid 50 military personnel 15,000 hryvnias each under a comprehensive program of assistance to combatants.

In 2026, the Rubizhna community has already provided financial support to 52 servicemen and their family members for a total amount of over 1.25 million hryvnias.

The Krasnorychensk community has implemented the "Caring for Heroes" program with a budget of 600 thousand hryvnias to support wounded servicemen, veterans, and people with disabilities as a result of the war.

Humanitarian aid continues to arrive for internally displaced persons: over 450 families received basic necessities in Rivne and Ternopil, including sanitary and food kits, blankets, warm clothing, strollers, and equipment for people with limited mobility.

Separately, the development of medicine was emphasized. In 2025, 34 healthcare institutions in Luhansk region provided more than 607 thousand medical services. A significant part of the work was focused on primary care and outpatient rehabilitation, which was used by almost 38 thousand people. Emergency medical care specialists made about three thousand trips, the regional children's clinical hospital provided treatment for more than 4.5 thousand patients, the oncology dispensary performed more than 2.1 thousand surgical operations and provided mobile palliative care in more than three thousand cases. More than six thousand citizens received psychosocial services.

According to Oleksiy Kharchenko, the priorities for 2026 are the development of rehabilitation and psychosocial services, telemedicine consultations, minimally invasive surgery, and screening programs for patients over the age of 40.

Children's health also remains a priority for communities in Luhansk Region.

In 2026, over 33.8 million hryvnias were allocated for health and rehabilitation programs, which is 10 million more than in the previous year. The largest budgets are concentrated in the communities of the Siverskodonetsk district.

Children of privileged categories, in particular military personnel, as well as children with disabilities and from low-income families, will rest in safe regions of Ukraine: in the sanatorium "Prykarpatsky" in Yaremche, "Kosiv" in Ivano-Frankivsk region, and will also have the opportunity to recover at the Yanovsky National Scientific Center of Phthisiology and the Artek International Children's Center.
