As during the previous panel discussion, which took place within the framework of the Congress of Local and Regional Authorities under the President of Ukraine, representatives of local authorities had the opportunity to address proposals and questions - this time to government officials.
This format allows you to accelerate the resolution of relevant problems that have arisen in the regions.
The Prime Minister of Ukraine, Yulia Svyrydenko, emphasized the high-quality implementation of the Comprehensive Sustainability Plans of regions and individual cities, ensuring the energy sustainability of regions, and preparing for the next heating season during the panel discussion "Community Dialogue with the Government": "Everyone had to draw conclusions about energy sustainability after the last extremely difficult winter. These proposals have been included in the regional sustainability plans."
It identified four priorities for energy sustainability – physical protection of substations, development of distributed generation, provision of autonomous power supply for critical infrastructure facilities, and decentralization of the heat supply system.
It should be noted that the total cost of the Regional Energy Sustainability Plan is 278.32 billion hryvnias.
Also, 22 billion hryvnias were recently allocated from the state budget reserve fund to protect energy facilities in frontline territories.
Deputy Prime Minister of Ukraine for Recovery - Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba noted that in this issue the state has moved from point to systemic solutions: "Implementation of resilience plans is important for every region."
He spoke about ways to implement resilience plans, focusing on the responsibility for carrying out work on critical infrastructure facilities between the State Agency for Infrastructure Restoration and Development of Ukraine, regional state administrations, and communities.
It was about the protection, in particular engineering and technical, of critical infrastructure facilities of the fuel and energy complex and life support systems, the development of distributed generation of electrical and/or thermal energy, ensuring uninterrupted heat supply, uninterrupted water supply and drainage.
As the First Vice Prime Minister of Ukraine - Minister of Energy of Ukraine Denys Shmyhal noted: "The country is building a new architecture of energy security."
