"We will continue to work on strengthening the resilience of our communities - this task was set by the Prime Minister of Ukraine Yulia Svyrydenko during the "Dialogue with Communities," said the head of the Luhansk region, Oleksiy Kharchenko, during a weekly briefing.
This week, he participated in a meeting of the "Dialogue with Communities" platform at the Congress of Local and Regional Authorities under the President of Ukraine.
As Oleksiy Kharchenko reported, the state leaders clearly defined the priorities of local authorities: protecting people and critical infrastructure, developing energy sustainability of regions, implementing comprehensive sustainability plans, and forming a new architecture of the state's energy security. The importance of continuing European integration reforms, strengthening local self-government, and expanding social support for communities and veterans was also emphasized.
The regional communication platform is the weekly “Dialogue with Business.” Its topic was the implementation of the state veteran policy and the creation of infrastructure for the adaptation of Defenders to civilian life.
The Head of the Luhansk Regional Military Administration, Oleksiy Kharchenko, reported that in the first quarter of 2026, the communities of the Luhansk region allocated significant funds for one-time cash assistance and targeted payments to war veterans, family members of the deceased, and servicemen.
In particular, almost eight million UAH to support more than 300 Defenders, as well as more than 105 million UAH for 45 former military personnel to resolve housing issues.
Separately, communities in Luhansk region continue to implement social support programs for military personnel, veterans, and their families.
In the first quarter of 2026, the Markiv community paid UAH 1.07 million in assistance to military personnel, veterans and their family members, the Mountain community allocated UAH 910,000 to support 70 people, the Kreminsk community allocated over UAH 700,000 for treatment, support for mobilized and children of military personnel, as well as other types of targeted assistance, the Siverskodonetsk community paid over UAH 700,000 for 52 military personnel and families of the deceased, including support for the wounded, children of deceased Defenders and families of the fallen, as well as long-term social payments.
In addition, the Starobilsk community introduced compensation for the first installment under the state mortgage program "eOselya" for internally displaced persons in the amount of up to UAH 200,000.
In general, these initiatives are aimed at strengthening the social protection of military personnel, veterans and their families, as well as ensuring the housing, medical and social needs of the Defenders of Ukraine.
