I wish you health, dear Ukrainians!
Today, the most important thing is that we are checking the work with energy and infrastructure facilities with all regions and government officials. These are facilities that are critical for getting through the winter and that must be fully functional and reliably protected for the next heating season. We got through this winter, it was very difficult. Thank you to everyone who really worked to help our people overcome the consequences of Russian strikes. No one can say now what the situation will be like next winter. We hope that diplomacy will work, but we must be prepared for any development of events. Therefore, for each of our regions, facilities that require special protection and facilities that require priority reconstruction after the strikes of this winter have been identified. All communities know the deadline. The schedule is tight. This also applies to alternative sources of electricity and heat supply, especially in cities like Kyiv, where much depends on centralized supply, which is always the main target for Russia. Building defenses, preparing reserves, and providing sufficient heat and electricity are tasks for all levels of government. Regional and local authorities have their share of responsibility and must take this one hundred percent seriously. Unfortunately, as of now, not all regions and communities are doing what is necessary, but we will do our utmost to ensure that each region is prepared. Ukraine's preparedness, as well as Ukraine's defense strength, is an investment in the diplomatic process. Ukraine does not refuse negotiations - we are constantly in contact with all partners who are important. And constantly in contact with the American side - both directly through our representatives and through Ukraine's friends who support diplomacy. Of course, we will continue to try to find an option for Russia to end the war. But whatever the development of events, Ukraine must enter the next winter prepared. The responsibility for this lies with all leaders. Currently, more than 400 new facilities are in operation, and hundreds more will require additional work after this winter. There should be a clear understanding in each community of who is responsible for preparation – from Kyiv to all regions.
Today, we spoke in great detail with the Chief of the General Staff, the Commander of the Air Force, and the Minister of Defense on countering “Shaheeds” and other strike drones. Especially in those regions where the threat is very close: Chernihiv, Kharkiv, Donetsk, Zaporizhia, Kherson, Mykolaiv, Odesa regions, cities, communities of our Dnipro region. The volume of interceptor production in the country should be sufficient for the requests that exist. Today, we discussed the directions and cities to which supplies need to be increased. We are also working to ensure that Ukraine increases its counteraction to reactive “Shaheeds”. I want to thank all the manufacturing companies that offer the necessary solutions.
We also spoke today with diplomats - about activities for this April, the first weeks of May. We have determined the format of work with the European Union to unlock the support package for Ukraine and continue the completely fair restrictions on Russia due to the war. We see that the right changes in European policy are possible, and we need to prepare appropriate decisions regarding the support package for Ukraine, the opening of clusters, and sanctions against Russia. The absence of new sanctions steps demoralizes the defenders of a united Europe and sets Russia up to continue this war and its aggressiveness in general. We cannot give signals of weakness from Europe. From the Ukrainian side, as we said, we will work - completely constructively with each partner and with the EU as a whole. We count on the same approach from our partners - solutions are needed. I have provided our diplomats with appropriate instructions.
One more thing. Today, the Prosecutor General of Ukraine Ruslan Kravchenko reported that enough evidence has been collected and suspicion has already been reported to the two patrol police officers who did not protect people during the attack on Saturday in Kyiv. The patrol crew arrived at the call about the shooting and saw what was happening, saw the wounded, saw a child and other ordinary people at the scene. The patrol officers should have done everything to stop the killer. But they escaped. There must be responsibility. I hope that the next procedural steps regarding them will not be delayed. And all response protocols, training rules, rules for using weapons to protect people should be reviewed in the police so that something like this does NOT happen again. There must be safety for everyone.
