About the situation in Luhansk region as of the morning of 07/19/2026

The occupiers are ignoring residents' requests to restore communication in Rubizhne, fuel shortages are causing a collapse of bus transportation in the region, the enemy has attacked our positions in Luhansk region 14 times

"Russian troops carried out 14 attacks on positions in the Luhansk region. The enemy mainly attacked from the air, delivering 9 strikes using FPV drones and unmanned aerial vehicles, and also used mortars four times and artillery once. In addition, the occupiers tried to penetrate our defenses in the Lyman direction 14 times," said Oleksiy Kharchenko, head of the Luhansk Regional State Administration.

Residents of occupied Rubizhne appealed to Russian agencies to restore at least landline telephone service in the city, as over the past four years people have been deprived of the opportunity to call even emergency services. The appeal was forwarded to the regional department of Roskomnadzor, which instead of solving the critical problem provided a formal response. The agency refused to consider the complaints on the merits, putting forward a number of bureaucratic requirements to the applicants. Thus, instead of restoring basic communications, the relevant agency ignored the fact of the long-term physical destruction of the infrastructure, demanding that residents provide documents and certificates that are impossible to collect under current conditions.

The transport collapse in the region is reaching its peak against the backdrop of a worsening fuel crisis, which is forcing car companies to operate in a strict resource-saving mode and serve intercity routes in turn. Due to fuel shortages and an acute shortage of rolling stock, passenger services on the Lutugyne-Alchevsk route are temporarily suspended for at least a week, and possibly longer. The only available vehicle that previously operated on this line was urgently redirected to optimize flights on the critically loaded Lutugyne-Luhansk route.
