The International Register of Damages for Ukraine has opened the possibility of submitting applications in new categories, in two new important categories aimed at protecting and preserving the cultural heritage of Ukraine:

B2 – Loss, damage or destruction of objects and buildings belonging to cultural values

C2 – Loss, damage or destruction of objects and buildings belonging to cultural values

Within these categories, the state of Ukraine, local governments, state and municipal institutions (category B2), as well as legal entities of all forms of ownership (category C2) can submit applications.

From the very beginning, the aggression of the Russian Federation has been inflicting systematic and targeted blows on the cultural heritage of Ukraine: architectural monuments, museums, theaters, religious buildings are being destroyed, unique museum exhibits and archaeological artifacts are being looted and taken away, in particular in the temporarily occupied territories. The opening of categories B2 and C2 creates a systemic mechanism for the full recording and future compensation for losses for the loss of unique objects of Ukrainian culture, which are an integral part of the world cultural heritage.

Applications in categories B2 and C2 may be submitted by owners or legal administrators of damaged, destroyed or lost cultural heritage sites on the territory of Ukraine within its internationally recognized borders (including territorial waters), if the damage was caused on or after February 24, 2022 as a result of internationally wrongful actions of the Russian Federation.

The categories apply to all movable and immovable material objects of artistic, historical, religious, ethnographic or scientific significance. These include: works of architecture, urban planning and monumental art; specialized buildings, archives, libraries and museum repositories; movable cultural property (museum objects, collections, old prints, paintings, sculptures, objects of worship); objects and monuments included (or which were) on the UNESCO World Heritage List or the List of World Heritage in Danger; objects included in the Emergency Red List of Cultural Property in Danger (ICOM).

Applications may be submitted for compensation for: the full cost of destroyed, irretrievably lost or illegally removed objects and buildings; the cost of repair, restoration, conservation or full reconstruction of damaged cultural heritage objects; costs incurred in connection with the evacuation, protection, search, return and restitution of lost cultural property (or as part of attempts at such return).

Important : If a lost or stolen object is returned to the owner after submitting an application to the Registry, the applicant is required to provide the relevant information to RD4U by updating the previously submitted application.
