The Ministry of Rehabilitation, Infrastructure and Transport of Ukraine conducts annual monitoring and assessment of the degree of barrier-free access of physical environment facilities and services for persons with disabilities.

Monitoring is carried out in accordance with the requirements of the Procedure for Monitoring and Assessing the Degree of Accessibility of Physical Environment Objects and Services for Persons with Disabilities. The results of the surveys are displayed on the Accessibility Map.

We draw the attention of monitoring participants to technical updates to electronic checklists.

In particular, schematic examples of the arrangement of accessibility elements have been added to the criteria for assessing barrier-freeness, which should contribute to the correct determination of the compliance of facilities with the established requirements.

The ability to download a completed electronic checklist from the Accessibility Map has also been implemented.

In this regard, we ask the managers and responsible persons of the facilities subject to inspection in 2026 to take into account the specified technical changes and ensure that monitoring is carried out within the established deadlines.

An updated instruction has been prepared for monitoring participants, which contains the necessary information on conducting facility inspections and working with electronic checklists.

We urge responsible persons to join the monitoring and ensure proper and timely assessment of the degree of barrier-free accessibility of facilities.
