Resolution of the Cabinet of Ministers of Ukraine dated May 27, 2026 No. 674 approved the Procedure for implementing a joint project with the Ukrainian Red Cross Society to provide support to certain categories of persons who have completely or partially lost their sight while protecting the independence, sovereignty and territorial integrity of Ukraine (hereinafter referred to as the Procedure) (available at the link: https://zakon.rada.gov.ua/laws/show/674-2026-%D0%BF#Text ).
The project is aimed at supporting, restoring, adapting, and returning veterans with dignity by creating more accessible, comfortable, and safe conditions for everyday life and provides for one-time cash assistance.
Financial assistance is provided once during the project period for the purchase of household appliances of the veteran's choice for home improvement, the list of which is specified in Appendix 1 to the Procedure.
Payment of benefits does not depend on veterans receiving other types of benefits.
The maximum amount of assistance is 95,000 hryvnias (excluding bank fees), and an additional 2,000 hryvnias is provided to pay the fee for opening a special account and transferring funds.
Persons with complete or partial vision loss are entitled to assistance, namely:
- participants in hostilities specified in paragraphs 19-25 of part one of Article 6 of the Law of Ukraine “On the Status of War Veterans, Guarantees of Their Social Protection”;
- persons with disabilities as a result of the war, specified in paragraphs 11-16 of part two of Article 7 of the same Law.
Applications and documents are accepted from July 1 to July 31, 2026, inclusive, both directly from the veteran and from their legal representative/power of attorney.
To submit applications and documents to veterans from among internally displaced persons, it is necessary to contact the structural units entrusted with functions related to veteran policy, at the address of the actual place of residence according to the certificate of registration of the internally displaced person.
To receive financial assistance, veterans submit an application using the form in Appendix 2 to the Procedure, and representatives submit an application using the form in Appendix 3 to the Procedure.
The following shall be attached to the application:
- informed consent in accordance with Appendix 4 to the Procedure;
- store invoice,
- a specialist's advisory opinion on form 028/o (or a decision of a military medical commission, an extract from the decision of an expert team, a conclusion of a medical and social expert commission).
Payment of funds will be made from August 1 to October 30, 2026.
