About the situation in Luhansk region as of the morning of 07/17/2026

The occupation authorities of Lysychansk are holding elderly people accountable for street trading, the invaders continue to ignore the fuel shortage, the enemy massively attacked the Luhansk region with drones and mortars

"The Russians carried out 25 attacks on positions in the Luhansk region. 22 attacks using FPV drones and UAV drops were recorded, as well as three mortar attacks. In addition, the enemy tried to penetrate the Ukrainian defenses in the Lyman direction ten times," said Oleksiy Kharchenko, head of the Luhansk Regional State Administration.

In occupied Lysychansk, representatives of the Russian administration continue to deliberately worsen the already critical situation of local elderly people. Due to meager payments and systemic problems with pension provision, the only way for many elderly women to survive was to sell their own vegetables on the streets of the city. However, instead of solving acute social problems, the occupation authorities initiated demonstration raids against “unauthorized trade” in the central part of the city. By involving representatives of their administration, market management and loyal deputies in the inspections, the occupiers began to hold the least protected category of the population accountable, depriving pensioners of the last opportunity to earn money for basic needs in conditions of total unemployment and inflated prices for Russian goods.

A large-scale fuel crisis continues to deepen in the occupied territories, which has already led to a significant increase in the cost of intercity public transport. Due to the rapid increase in fuel costs, fleet owners are shifting all costs onto passengers in order to avoid a complete stoppage of routes. Instead of solving the problem of artificial shortages and regulating prices for the resource, the invaders have effectively eliminated themselves, openly abdicating responsibility for controlling tariffs or providing subsidies.
