About the situation in Luhansk region as of the morning of 07/25/2026

The occupiers are failing to prepare for the heating season in Siverskodonetsk, LPR officials will work "for life", the Russians attacked Ukrainian positions in Luhansk 30 times

"Enemy troops carried out 30 attacks on Ukrainian positions in the territory of Luhansk region. The occupiers used artillery nine times, mortars seven times, dropped explosives eight times from drones and four strikes with FPV drones, and also fired from an automatic grenade launcher. In the Lyman direction, the enemy tried to penetrate our defenses 16 times," Oleksiy Kharchenko, head of the Luhansk Regional State Administration, informed.

In Siverskodonetsk, the situation with the preparation for the heating season is getting worse, as the statements of utility workers are radically at odds with the real state of the city's infrastructure. Despite the fact that the local "authorities" officially announced the start of hydraulic tests on July 31, residents note the complete absence of heating networks. Since spring, there have been dug trenches in the yards without a single pipe laid, which makes the townspeople indignant at the inaction of the services. People fear a repetition of the scenarios of past years, when they were given unfounded bills of tens of thousands for practically absent or barely warm heating.

Due to the acute shortage of personnel in local government bodies, the authorities of the “LPR” abolish age restrictions for officials and allow them to work almost for life. Unable to attract new personnel and risking paralysis of the administrations, the occupiers are forced to ignore the retirement age and indefinitely extend contracts with old employees. In fact, the shortage of employees is compensated by the “lifetime” stay of current officials in their positions. Instead of attracting new specialists, the system relies solely on maintaining existing employees until old age.
