Over the past 12 years, the utility networks in Luhansk have hardly undergone major repairs. The occupation authorities are constantly trying to get by with routine work. However, about 60% of the water supply, sewage, and heating systems need to be replaced.

The occupiers are indifferent to the issue of urban development. The work of municipal services has deteriorated significantly even in Luhansk. Household waste is not systematically removed from the blocks located in the city center. In more remote areas, the situation is even worse.
