I wish you health, dear Ukrainians!
Today was an important meeting with our government officials, energy workers, the military - with everyone who is responsible for protecting and updating our infrastructure, Ukrainian energy. Detailed plans have already been prepared for the regions - for the restoration, for updating the protection of energy facilities, taking into account everything that Russia did in the winter and what it can do in the future. I instructed to finalize some points and prepare plans for the NSDC level - to approve exactly that, at the national level, what exactly needs to be done, what exactly needs to be ensured, who will be responsible for it. I count on the maximum involvement of regional and local authorities - those of them who can really work, we need to spread the good experience that exists in some regions and communities, for the regions of others, which had more problems and unresolved issues this winter. It is local authorities that can make the greatest contribution to the resilience of communities, knowing which facilities primarily need modernization and need protection. The government, all the institutions of our state - everyone, everyone will help.
There are also many military aspects - exactly what should be implemented by the army and the Ministry of Defense. The formats that have been worked out now have shown their effectiveness. When in fact every blow, every hit was analyzed in detail and there were clear conclusions that need to be changed. I am grateful to everyone who works in this way - they themselves change, change approaches to defense in order to really respond to every such threat, to effectively protect Ukraine.
Today, with Prime Minister Yulia Svyrydenko, we discussed important social steps that the government has prepared. Another annual indexation of pensions for more than ten million of our people will take place in Ukraine. Pensioners will receive an increase of more than twelve percent. Funds have been provided for this, the indexation should take place now, in March. Despite all the challenges of a full-scale war, we carry out such indexation every year. No matter how difficult it is, Ukraine has been ensuring the indexation of pensions, all necessary social payments, and the stable operation of the state's social and financial systems since the first year of the invasion. In the conditions of a full-scale war, this is a very significant result, and I am grateful to everyone who helps Ukraine ensure this.
Of course, I am also grateful to every Ukrainian entrepreneur, to all our companies, to all Ukrainian businesses that work in Ukraine, that pay taxes in Ukraine, preserve and create jobs, and allow the Ukrainian budget to work. At least half of the state and community expenditures are provided by Ukrainians despite everything – despite the war, despite Russian strikes, despite all these blackouts. It is extremely important that we have both internal foundations of resilience and our work with partners, which provides Ukraine with unprecedented external financing during these years of war.
I spoke with our diplomatic team, we also communicate with people who have good experience, who have proven themselves in protecting Ukrainian interests. In particular, I met with Pavlo Klimkin. We are preparing to strengthen some areas of diplomatic work in Europe and beyond. Ukrainian interests must be represented at the official level, and in communication with communities from those countries that do not yet have freedom or are under Russian influence.
There will be personnel changes in the diplomatic corps. The Ministry of Foreign Affairs is also preparing candidates for the appointment of a special representative for Belarus and the Belarusian community in Europe - a more active policy is needed. It is the activity of our state, the activity of our people - this is what gives Ukraine the best results. When Ukraine does not waste a single day and a single opportunity - Ukraine's interests are truly protected.
