The State Fund for Promoting Youth Housing Construction "Serzhmolodzhytlo" provides internally displaced persons with the opportunity to receive a preferential mortgage loan to purchase their own housing.

The "Housing for IDPs" program was created to provide IDPs with affordable mortgage loans on preferential and most favorable terms and help families move from temporary housing to their own homes.

Who is the program suitable for?

Internally displaced persons who:

• do not own housing in the territory controlled by Ukraine;
• have not previously received compensation or preferential housing loans from the state (exception: if such housing is located in a temporarily occupied territory or in a combat zone);
• can confirm solvency: after paying the monthly payment, the remaining average monthly family income must be no less than the subsistence minimum;
• have an average monthly income per person that does not exceed ten times the average wage in Ukraine;
• consent to a credit history check.

Lending conditions

• The rate is 3% per annum.
• The loan term is up to 30 years (but not longer than until the borrower reaches 65 years of age).
• Living area – up to 52.5 m² for a family of 1–2 people plus 21 m² for each additional family member.
• The area and amount of the loan are determined depending on the number of family members with an IDP certificate indicated in the application.

Housing requirements

• The house must have been put into operation no more than 50 years ago or renovated no more than 35 years ago.
• The facility cannot be located in temporarily occupied territory or in a combat zone.

How to apply online through Diia

1. Log in to the diia.gov.ua portal using your electronic signature or BankID.
2. Check your profile information and update it if necessary.
3. Wait for the automatic verification. The system will check your IDP status, property and income in the relevant registers (up to 20 minutes). After that, you will receive a notification by email.
4. Fill out the application. Most of the information will be automatically pulled up - you will only need to indicate the RNOKPP and the IDP reference numbers of family members.
5. Get a decision. The State Youth Housing Agency considers the application within one business day. The result will be sent to the citizen's account and email.

If you are denied, you can resubmit your application after eliminating the reasons.
