Resolution of the Cabinet of Ministers of Ukraine No. 715 dated 04.06.2026 (hereinafter referred to as Resolution 715) amended the Procedures approved by Resolutions of the Cabinet of Ministers of Ukraine dated March 19, 2022 No. 333 and dated May 27, 2025 No. 616” (hereinafter referred to as Resolution No. 715) and No. 728 “On Amendments to the Procedure for the Operation of Temporary Residences for Internally Displaced Persons” (hereinafter referred to as Resolution No. 728).

Resolution No. 715 amended, in particular, the Procedure for providing institutions, enterprises, institutions, organizations regardless of their form of ownership, and individual entrepreneurs with compensation for consumed housing and communal services, the purchase of liquefied gas, solid and liquid fuel for domestic heating during the temporary accommodation of internally displaced persons, approved by the Resolution of the Cabinet of Ministers of Ukraine dated May 27, 2025 No. 616 “Some Issues of Providing State Support for the Accommodation of Internally Displaced Persons”. The said amendments regulated the issue of providing compensation for costs of consumed housing and communal services during the free accommodation of internally displaced persons (hereinafter referred to as accommodation compensation) and compensation for such costs during the free accommodation of persons who do not have the documents necessary for the assignment of accommodation compensation for the period of their restoration (hereinafter referred to as temporary compensation), and provided for:

1. extension of the period for providing temporary compensation for internally displaced persons who have lost their documents from two to three months;

2. increasing the transparency and clarity of the procedure for assigning accommodation compensation and temporary compensation by introducing mandatory   display in the electronic account of the Pension Fund of Ukraine   detailed information, namely:

- a list of internally displaced persons for whom compensation for accommodation and temporary compensation has been assigned;

- a list of internally displaced persons who were denied payment of compensation for accommodation or temporary compensation, indicating the reasons for the denial;

- calculation of the amount of accommodation compensation, temporary compensation; information on accrued and paid amounts of accommodation compensation and temporary compensation by calendar months and accrual periods.

Resolution No. 728 amended the Procedure for the functioning of temporary residences of internally displaced persons, approved by the Resolution of the Cabinet of Ministers of Ukraine dated September 1, 2023 No. 930 "Some issues of the functioning of temporary residences of internally displaced persons", in particular, regarding:

introduction of mandatory monitoring of premises before including them in the list of temporary residences;

clarification of the procedure for concluding and extending, as well as the procedure for terminating, contracts for the use of temporary residence premises;

extension of the period of temporary residence in the absence of identity documents;

introduction of provisions to promote employment of unemployed persons of working age;

updating the checklist form for monitoring the condition and arrangement of temporary accommodation.
