In accordance with the Resolution of the Cabinet of Ministers of Ukraine dated 25.08.2005 No. 823 “On Approval of the Procedure for Providing One-Time Assistance to Orphans and Children Deprived of Parental Care after Reaching the Age of 18” (as amended), after reaching the age of 18, orphans and children deprived of parental care have the right to receive one-time state assistance. Such a right is granted to persons who have reached the age of 18 and who have the appropriate status.
This assistance is paid by district or city departments (administrations, departments) of education on the basis of a submitted application and the recipient's passport. In the event that a person is incapacitated, the assistance may be received by his or her guardian, appointed in accordance with the procedure established by law.
Children's services at the place of registration annually create lists of persons who will turn 18 in the current year and transfer them to the relevant educational authorities. Such lists contain personal data: surname, first name, patronymic, date of birth and place of permanent residence.
In addition, children's services inform recipients of the deadlines for applying for the payment. If an orphan or a child deprived of parental care has moved from a temporarily occupied territory or a war zone, the relevant service at the place of their discovery includes them on the lists for receiving assistance.
If the assistance was not received on time, it can be received within three years. If the person is in a detention center or a penal institution, the payment is made by transferring funds to his bank account upon the institution's administration's request to the education authorities. A mandatory condition is the availability of information about such a person in the Unified Electronic Data Bank on Orphans and Children Deprived of Parental Care. The amount of a one-time assistance is determined by the Cabinet of Ministers of Ukraine.
